Congressman Earl Blumenauer (D.-Oregon) is a member of the House Ways and Means Committee and a leading Congressional champion for honest trade and sustainable international development. In 2005, he authored and successfully passed the Senator Paul Simon Water for the Poor Act which makes access to safe drinking water and sanitation in developing countries a major goal of U.S. foreign policy. He previously served on the House International Relations Committee and as chairman of the U.S.-Vietnam Caucus. Blumenauer was named a German Marshall Fellow in 1995 and has received numerous awards in recognition of his international work. Blumenauer has devoted his entire career to public service, beginning at age 23 in the Oregon House of Representatives and later serving as a Multnomah County Commissioner and on the Portland City Council as Commissioner of Public Works. Blumenauer was elected to Congress in 1996. His academic training includes undergraduate and law degrees from Lewis and Clark College in Portland.
